The source-code for v.1.3.1 is availabe for review and testing on github:

The major update is to change the difficulty retargeting algo so that difficulty hangups are minimized and 2 minute blocks are the norm.
This difficulty re-targeting change will result in a hard-fork (currently proposed for block 96250) requiring an upgrade by all clients.
Please review the changes to the code to let us know if you have any comments, suggestions or to voice your approval or disapproval at our thread on Cryptocointalk.
After community approval, binaries will be compiled and distributed.
